City-County Council member Joanne Sanders said she would rather see money go to support IndyGo and the library than a commercial project near the Lilly campus Downtown. I'd agree, if giving $86 million from the Indianapolis Bond Bank to these entities could also be repaid under the same terms proposed for the developer of the hotel, YMCA, retail and parking project.
As it stands, I think it is apples and oranges to compare the two issues. Certainly we need better mass transit and a solid library system. But those entities also will benefit from the increased economic activity and city revenue over the next decades if this project is successful. The project does not directly tap property taxes, and there is an out clause for the city after 10 years.
Downtown Indianapolis has been shaped by forward-looking projects, and North of South appears to be in that tradition.
