City Vows Stepped-Up Offensive Against Derelict Landlords

Indianapolis has filed a six-figure lawsuit against a landlord accused of ignoring demands to clean up his properties. And officials say similar suits will be filed in the next couple of weeks.
City Prosecutor Helen Marchal says she plans to make broader use of Indiana's public nuisance laws to seek not only fines but punitive damages against the worst violators of health and building codes.
The first lawsuit accuses Peter Kisenko of Indianapolis of 48 violations at 15 near-northside rental properties, ranging from corroded gutters to rodent and cockroach infestation.
The city says it's been pressing Kisenko for six months to fix the violations. Marchal says over the last three decades, the city has filed 130 health-code citations and 40 zoning violations against Kisenko-owned properties.
The lawsuit seeks 300-thousand dollars in fines, plus punitive damages.
A recording on a phone number for Kisenko Apartments stated the voicemail box was full and could not accept messages.
